Designing a Conceptual Model for Enhancing the Implementation Capacity of Economic Policies in the Ministry of Industry, Mine, and Trade towards Achieving Social Justice: A Thematic Analysis Approach

Objective: The purpose of this study was to design a conceptual model for enhancing the implementation capacity of economic policies in the Ministry of Industry, Mine, and Trade (MIIT) to achieve social justice.
Methodology: This qualitative study employed thematic analysis. Data were collected through semi-structured interviews with 20 experts in the fields of industry, mining, and trade, selected through purposive sampling until theoretical saturation was reached. Data analysis was carried out in three levels: basic themes, organizing themes, and overarching themes, leading to the development of a conceptual model.
Findings: The analysis resulted in 111 basic codes, 18 organizing themes, and 6 overarching themes. The overarching themes included policy implementation and structural challenges, regional inequality and centralization, justice-orientation and sustainable development, enabling and empowerment factors, management and collaboration among actors, and monitoring, analysis, and global factors. The conceptual model revealed that structural and implementation challenges and regional inequalities are the main barriers to achieving social justice, while transparency, empowerment, effective management, inter-actor collaboration, and systematic monitoring and analysis function as key enablers.
Conclusion: This study provides a comprehensive framework to enhance the implementation capacity of economic policies within MIIT. The findings highlight that addressing structural and regional challenges while strengthening enabling factors and collaborative management can pave the way for achieving social justice and sustainable development.
