شناسایی و اولویتبندی ابعاد و مؤلفههای مدل حکمرانی مدیریت بحران در حوزه سلامت

هدف: هدف این پژوهش شناسایی و اولویتبندی ابعاد و مؤلفههای مدل حکمرانی مدیریت بحران در حوزه سلامت استان خراسان شمالی بهمنظور بهرهگیری از ظرفیتهای بخش دولتی، خصوصی و جامعه مدنی در زمان بحران بود. روششناسی: این پژوهش از نوع کاربردی و به روش آمیخته انجام شد. در بخش کیفی، با استفاده از مرور پیشینه و مصاحبه نیمهساختاریافته با 16 نفر از خبرگان منتخب به روش نمونهگیری هدفمند و گلولهبرفی، دادهها گردآوری و با روش تحلیل مضمون و به کمک نرمافزار MAXQDA 2020 تحلیل شدند. در بخش کمی، 361 نفر از کارکنان حوزه سلامت استان خراسان شمالی به روش تصادفی طبق جدول مورگان انتخاب و پرسشنامه محققساخته بین آنها توزیع گردید. دادهها با استفاده از آمار توصیفی و استنباطی و آزمونهای تحلیل عاملی تأییدی، مدلسازی معادلات ساختاری و آزمون فریدمن در نرمافزارهای SPSS و SmartPLS تحلیل شدند. یافتهها: نتایج تحلیل عاملی تأییدی نشان داد تمامی 7 بعد و 67 مؤلفه شناساییشده از بخش کیفی از نظر آماری معنادارند و بارهای عاملی آنها بالاتر از 0.5 است. همچنین آزمون فریدمن نشان داد میانگین رتبه ابعاد به ترتیب شامل رهبری (39.11)، عوامل رفتاری (35.59)، ظرفیتها (35.19)، مشروعیتبخشی (34.51)، تابآوری (33.76)، عوامل ساختاری (32.80) و عوامل محیطی (31.90) بود که همگی در سطح 99 درصد معنادار بودند. نتیجهگیری: پژوهش حاضر نشان داد ابعاد رهبری، عوامل رفتاری و ظرفیتها بیشترین اهمیت را در حکمرانی مدیریت بحران حوزه سلامت دارند و تقویت این ابعاد میتواند موجب بهبود کارآمدی مدیریت بحران در بخش سلامت شود.
